How to Measure (Remove all clothing first)
Waist: Measure around the most narrow part (typically where your body bends side to side), keeping the measuring tape horizontal.
Hip: Standing straight, with feet about 6 inches (hip distance) apart, measure around the fullest part of your hips and rear, keeping the tape horizontal. The hip measurement is essentially a measurement of your buttocks. You can double check using pants you already own, and measure the width around by the bottom of the zipper.
